城市产业结构与土地利用效率的时空演变及交互影响

利用非径向方向距离函数(NDDF)和面板向量自回归模型(PVAR)揭示城市产业结构变迁与土地利用效率的交互影响,为新常态下产业转型与土地利用管理改革提供政策依据。研究表明:① 城市土地利用效率改进呈现点状向面状、带状拓展的趋势,并与产业结构变迁保持一定的空间耦合性。② 产业结构合理化与高级化水平呈自东向西的阶梯式分布和动态转移特征。③ 从GMM估计结果来看,产业结构合理化的滞后3期对产业结构高级化有显著的正向影响,其滞后1期和2期对城市土地利用效率也存在显著的正向效应。从脉冲效应结果来看,产业结构合理化和高级化冲击对土地利用效率均产生影响,但作用机制和效果截然相反。研究得出产业结构合理化、产业结构高级化和土地利用效率改进存在动态依赖性;产业结构合理化是产业结构实现高级化的重要基础。产业结构合理化与土地利用效率表现为互惠互利的“双赢”效应。土地利用效率提升对产业结构实现合理化和高级化均存在“倒逼效应”,但当前阶段仅产业结构合理化的效应显著。

Abstract:

The analysis of the relationship between urban industrial structure transformation and land use efficiency is a hotspot field of economics in current stage. This paper reveals the spatial feature and interactive influence of urban industrial transformation and land efficiency in China by using the non-radial directional function (NDDF) and panel vector autoregression (PVAR) and serves as a reference for policy-making in the collaborative industrial transformation and intensive land utility reform. Research results are shown as follows. Firstly, the improvement of land use efficiency in eastern coastal cities presents a development tendency from point to surface, which has a certain coupling with industrial restructuring. Secondly, both the rationalization and optimization of urban industrial structure have spatial distribution of the stepped type from east to west in China and dynamic transfer characteristics. Finally, the GMM estimation results demonstrate that a lag 3 shock of the industrial structure rationalization has a significantly positive impact on industrial structure optimization. Moreover, the coefficients of regression of lags 1 and lags 2 indicate that the industrial structure rationalization makes a significantly positive influence on urban land use efficiency. These results show that urban industrial rationalization is the basis of industrial structure optimization, and it has mutually beneficial win-win effect on with land use efficiency, meanwhile land use efficiency has anti-driving effect on both industrial structure rationalization and optimization. This paper also provides some inspirations for the policy makers: first, the industrial development strategy formulated by local governments should be based on the local comparative advantage and industrial development. The transformation and upgrading of traditional industries should speed up by using of the big data, cloud computing, Internet plus and other innovative means. We should promote the space coordination of population urbanization, land urbanization and industry development particularly. The local government should guide the transformation and upgrading of local industries with the control of construction land and policy transformation. More attention should be paid to the existing urban construction land management mode, and the land management sector should change the mode of intensive land use from incremental management to stock optimization.
