中国省际高校科研成果转化效率时空格局与影响因素——基于网络SBM模型的评价

Spatial-temporal pattern and influencing factors in transforming efficiency of scientific research achievements of universities on a provincial scale in China based on the network SBM method

摘要:

基于科研成果转化价值链视角,将高校科研成果转化过程分解为知识获取、技术创新和价值转化三个阶段,采用网络SBM模型测算2004-2014年中国省际高校科研成果各阶段转化效率及综合效率,并利用面板Tobit模型考察高校科研成果转化效率的影响因素。结果表明:① 中国高校科研成果转化效率总体较低但呈逐年上升趋势,中国东部地区和西部地区高校科研成果转化效率存在显著差异性,中国东部地区高校科研成果转化平均效率最高,西部地区最低。② 从分阶段效率来看,中国高校的知识获取效率和价值转化效率随着时间的推移而逐年降低,而技术创新效率在此期间呈现大幅度提升;东部沿海地区省份的技术创新效率较高、知识获取效率较低,西部地区与之相反。③ 针对高校科研成果转化效率的影响因素分析表明:地区禀赋、研发人才质量对高校科研成果转化效率有显著的正向影响;金融发展程度对高校科研成果转化效率影响不显著,主要原因在于中国金融发展程度较低,不足以支撑高校科研成果转化。

Abstract:

Based on the perspective of the steps in transforming achievements of scientific research, we divided the process into three stages: knowledge acquisition, technological innovation, and value transformation. The Network SBM model was employed to measure overall efficiency and the decomposition efficiencies of transformation of scientific research achievements of universities on a provincial scale in China between 2004 and 2014. On this basis, we applied the panel Tobit model to test the factors which affect the transforming efficiency of scientific research achievements. The empirical results showed that the overall efficiency was relatively low but increased year by year. There was a significant difference in the transforming efficiency between universities in the eastern and western regions. The average transforming efficiency of scientific research achievements in the eastern region was the highest, while it was the lowest in the western region. In terms of phased efficiencies, the efficiencies of knowledge acquisition and value transformation in Chinese universities decreased year by year, while the efficiency of technological innovation greatly improved during this period. The eastern coastal provinces and cities showed a higher efficiency of technological innovation and lower efficiency of knowledge acquisition, while the western region was the opposite. Finally, we analyzed the influencing factors of the transforming efficiency of scientific research achievements in universities and found that regional endowment and quality of R&D talent had a significant positive impact, whereas the impact of financial development was not significant. The main reason is that China's financial development at a relatively low level could not support the transformation of scientific research achievements.
