This paper consists of four parts, 1. the characteristics of the county-town system, 2. the main factors which influence the county-town system, 3.the method of dividing the county-town orders, and 4.conclusions.The county-town being their center, all towns in a county region comprise an integrated town system or network, which may be divided into four orders, that is, (1) county center; (2)the local centres of some neighbourhood communes; (3) commune towns; and (4) the small towns within a commune. Here, the dividing method is chiefly based upon the service regions determined by aggregate amounts of sales, if we chooce certain kinds of goods.Generally speaking, the service region of the first or third class towns is mainly limited by administrative function.In other words, it is common that their service region roughly coincides with the limits of administrative jurisdiction in which they exist.On the other hand, the service region of the second or fourth class towns, which cash off the administrative control to a great extent, is much more influenced by their economic functions and some other factors, such as location, physical environment and social or human factors, etc, which have influence on their origins and growth.
