In the paper,the author expounded the meaning and signfiance of regional developmentdecision(RDD),analysed its content and procedure,and indicated its theoretical and methodological basis. RDD comprises two aspects:regional development decision supprot and regional development decision selection. The theoretical basis of RDD is the principle of limited rationality and the methodological basis is systematic science and systematical method.Weshould combine qualitative analysis with quantitative analysis and soft technique with hardtechnique in making RDD.
