This paper first reviews the history of the post Second World War development and planning of Hong Kong, leading to the emergence of the Metroplan. The official planning reasons for the radical spatial strategy are discussed and contrasted with an explanation based on a broader political economy of planning. The Metroplan is then reviewed in regard to the transnational economy and the political change as the guarding developmental trends.
