Progress of the reconstruction of industrial district theory and the empirical study

Abstract

As the most dynamic "economy-society" space in the progress of regional development, industrial district has the function of driving the development, enhancing the rate of employment and strengthening competitiveness, which arouses much attention from economic geography, sociology, management science and so on. Classical industrial district theory places emphasis on the impact of the endogenous factors on its evolution, such as the agglomeration economies, specialized division of labor and institutional environment. But under the background of economic globalization, regional integration and technological change, and the trends of institutional turn, cultural turn, relational turn, scalar turn and evolutional turn, the classical industrial district theory is limited to explain the externalization of industrial district, "lock-in" effect, and the transformation of space function. Through the review of the research progress of industrial district, it can be found that the angle of research in the new period has changed, which is from system dynamics to firms strategy, from local embeddedness to global network, from spontaneous growth to pluralistic governance, from life cycle theory to multiple path-dependence. At the same time, the related empirical research of industrial district evolution is also following up: (1) Based on the reconstruction of industrial district theory, scholars have discussed upgrading paths of industrial district from several aspects, such as production organizational form, innovation mode, spatial structure and function, governance policies. (2) Strategic behavior of leading firm, global production network, institutional and technological innovation have become the new focus of evolution mechanism research of industrial district. (3) The influence of industrial district development on the evolution of local and global production network, regional society and economy development and urban spatial structure has attracted much attention. Then, we summarize the progress of industrial district study in China, and on this basis, we estimate the development and research direction of industrial district in China: (1) A theoretical framework, which reflects the development law of industrial district in China, should be built. (2) The evolution law of the interior space form of industrial district and its relationship with urban space should be explored. (3) The evolution mechanism of industrial districts needs to be further examined. (4) The evolution trend and its effect of industrial districts remain to be perfect.

1 引言

早在19世纪末,Marshall[1,2]根据对英国东南部的观察提出了“产业区”概念,认为是大型企业的替代性产业组织方式。适逢20世纪上半叶大批量生产技术推动大型垂直一体化企业成为制造业组织的主导形式[3],产业区研究并没有引起学界的广泛关注。但20世纪70年代以后,福特制的大规模标准化生产方式出现了衰退,以弹性专业化、高度垂直分化等为特征的产业区(或新产业空间)组织方式及其所在区域在全球经济竞争中的地位与作用日益凸显[3-7],如“第三意大利”、美国波士顿西郊128公路工业综合体等[8,9]。区域逐渐被西方主流社会科学界视为“后福特主义”时代经济和社会生活基本单元[10-12]。同时,西方经济地理学开始了以区域研究的重新发现及相关产业区、新产业空间经验分析为标志的“新区域主义”理论构建运动[11],作为“新区域主义”运动的核心,以Marshall产业区理论为基础的产业区(新产业空间)现象研究开始得到了学界共鸣[13,14],并相继出现“弹性专业化”、“新产业空间”、“创新环境”、“产业集群”、“区域创新系统”等理论流派[3,4,15,16]
其中,Becattini等学者最先采用Marshall产业区理论与“弹性专业化”概念对“第三意大利”等基于专业化、技术创新的中小企业空间集聚现象进行研究,有力地促进了产业区理论的复兴[8,17]。为探讨新时期产业区理论视角重构进程,将有关“第三意大利”等中小企业网络式“Marshall式产业区”的研究及成果视为经典产业区理论,相关研究认为产业区是以本地中小企业为主的企业结构及专业化生产组织方式;本地企业长期竞争与合作,投资决策本地化,缺少与外部的合作和联系;大量劳动力迁入,共享专业化劳动市场;本地机构与中介组织提供共享的基础设施及管理、市场、技术、金融援助,拥有风险共担机制;生产、交易过程中专业化知识与实用技能的扩散、更新;较强的本地文化认同与制度基础[4,18,19];此外,企业地理临近、专业化劳动分工、企业竞争—合作关系、专业知识与劳动力共享、共同的社会与文化价值观等也是界定产业区的主要标志[1,3,4];而企业/产业集聚与演化、外部经济与集聚经济、“弹性专精”生产组织方式、本地社会文化制度、交易成本、创新环境与网络等内生因素则是产业区形成发展的主要因素[4,13,15,16,20,21]。产业区的成功依赖于外部宏观发展环境及其内部结构的“弹性”。
20世纪90年代中期以来,一方面,经济全球化、区域一体化、新技术革命等的深入发展重塑了原有产业区的发展环境,不断给产业区内部结构、中小企业生存能力提出新挑战,以“第三意大利”为代表的传统产业区亟需实现转型升级[22,23];另一方面,在资本主义经济体制、政策重构以及后现代主义哲学、社会科学理论多元化等共同推动下,经济地理学开始进一步由“新区域主义”向以制度、文化、关系、尺度、演化等“多维转向”为特征的“新经济地理学(new economic geographies)”时代演变[22,24-26],制度文化及其网络对空间经济影响、区域发展社会管治与治理机制、经济发展的社会文化根植性、关系网络、全球—地方关系、资本主义空间经济尺度生产与重构等相关研究和政策导向逐渐成为学界热点,经济地理学研究视角、理论、领域与方法日益多元化[27-30],同时也促进经典产业区理论与新经济社会学、管理学、演化经济地理学等学科的交叉融合。基于以上现实与理论背景,产业区经典理论缺陷、产业区理论视角转变及产业区重构路径逐渐成为产业区研究的新焦点[23,31,32]。Amin等[31]提出了全球网络“Marshall式节点”的概念,Markusen[18]、Park等[33]学者开始倡导产业区概念一般化与类型多样化,并划分了Marshall式、轮轴式、卫星平台式、国家力量依赖型等产业区类型。有关企业管理战略、全球与地方生产网络互动、城市社会与空间管治、社会文化与制度演化的讨论成为产业区研究热点,产业区理论视角也逐渐呈现多元化趋势。
拟通过文献梳理,讨论经济全球化、新技术革命等现实背景与经济地理学制度、文化、关系与尺度转向等理论背景下产业区发展现实挑战与经典理论局限性,探究产业区理论研究视角的转变方向,讨论产业区升级路径,以期为中国产业区实现转型升级和带动区域社会经济可持续发展提供借鉴。

2 新时期传统产业区发展限制与挑战

面对经济全球化、区域一体化与新技术革命,传统产业区专业化生产方式、本地化知识传播方式、中小企业网络、组织机构与社会制度等,传统新产业区面临的严峻挑战和局限可以从以下几方面进行分析(图1)。

2.1 经济全球化和区域一体化的挑战

随着产业区及本地企业加快融入全球经济体系,发展中国家廉价仿制商品与低成本生产方式对“第三意大利”等传统产业区构成威胁[34,35];客户日益差别化、高质量的需求使中小企业难以把握市场供求信息[36];同时产业区内部企业不断被外部大企业与跨国公司兼并、“接管(take-overs)”,成为跨国公司分支或供应商,产业区企业决策日益外部化,难以融入全球价值链高端位置[13,37,38];此外,2008年全球国际金融危机严重冲击国际资本市场与全球实体经济,国际产业转移趋势与国家宏观政策导向发生转变,对传统产业区及其内部企业造成冲击[39]。这些都对外部规模经济、垂直分离生产组织形式与非正式企业合作等传统产业区模式产生冲击,传统产业区面临着增强企业内部规模经济、转变企业合作方式以及压缩产品流通时间与成本等挑战。

2.2 技术变革与知识创新的影响

通讯、计算机等技术变革与知识创新使新产品、新结构和新地理区位成为可能,不断重构生产组织方式、催生新兴产业[40-42]。产业区内中小企业产品、工艺、技术的创新压力与较高的信息搜寻成本增加了其发展的不确定性;同时创新动力更多来自于全球知识联系网络,内部技术溢出与知识网络的创新活力日益衰退[43-45]。因此,传统产业区依赖隐性知识、专业技术扩散与共享的本地创新环境与系统面临严峻挑战。

2.3 产业区组织结构与社会制度变迁的影响

产业区自身中小企业小规模、封闭化的经营策略,以及行政服务中心、行业协会、银行等本地组织机构的缺陷,也开始制约其持续发展[46];企业过度集聚与竞争带来的“拥挤成本(congestion cost)”,如生产要素价格上升、交通拥挤、环境污染、房价上涨等,日益超过集聚经济效益[47]。此外,由于“锁定(lock-in)”效应,“产业空气”、专业化基础设施、中介机构等最初产业区发展的驱动力则成为产业发展障碍,使产业区丧失活力与竞争力[48,49]

3 新时期产业区理论视角重构

面对发展限制与挑战,传统产业区亟需进行升级与重构,也迫切需要相关理论创新。考虑制度、文化、关系、演化与尺度转向等新经济地理学理论演进趋势及国际竞争、全球网络、“锁定”等研究视角,学界针对产业区竞争优势的关键要素、有效途径、制度保障及演化规律等问题展开探讨,产业区理论开始呈现重构趋势(图2)。

3.1 从产业区系统研究到企业战略分析

Marshall提出产业区概念以来,相关研究聚焦于产业区社会—经济系统(system dynamics)自身,集聚经济效益、社会文化制度、创新环境等被视为产业区形成与发展的决定性因素[14]。但在全球化进程中,产业区内部企业不断发展壮大,逐渐有能力影响、支配产业区系统的演化过程[50,51]。企业经济实力、自适应能力、网络连通性、组织战略等特性开始得到关注。企业及其战略行为(firms strategies)开始成为产业区研究的基本要素[52]
同时,随着新经济地理学对经济行动主体(如企业、社会团体、个人等)及其社会根植性的再发现与再认识,分析尺度转向企业及其资源能力等微观层面,企业、企业家与相关组织创造价值、影响政策导向与驱动区域发展的作用逐渐受到重视[53-56]。产业区相关研究认为企业的竞争优势来源于异质性资源、资源的不可模仿性及特有的资源获取与管理方式等,而产业区企业间拥有难以复制、模仿“共享资源(shared resources)”与能力,如企业间知识、劳动力等资源密集的交换与整合,因此企业的异质性、战略合作意识、企业家精神、利用“共享资源”的能力以及企业关系网络构建被视为产业区重构与升级的关键[57-59]。产业区企业在公司运营方式、组织结构等的战略行为受到全球化进程的影响,进而直接作用于地方生产系统。

3.2 从本地根植到全球网络

基于产业区系统的本地根植性(local embeddedness)[60],经典产业区理论认为企业共存(co-location)、临近(proximity)创造的本地化经济效应是其发展动力,并强调技术援助中心、大学、贸易协会等本地公共设施的共享,以及本地社会文化与制度基础的关键作用,如“历史文化痕迹”与“本地制度厚度”、“非贸易相互依赖”等[10,17]。然而,随着产业区逐渐演化为全球网络节点,以及“国际流动与连通性”、“网络”、“全球—地方关系”、“全球化与地方空间相互依赖性”等命题成为经济地理学关系、尺度与演化转向理论建构的主要内容[28,61,62],产业区研究开始转向全球网络(global network)、网络协同演化(internetwork co-evolution)等视角。
基于“网络相互根植(internetwork embeddedness)”概念,相关研究认为网络的演进可以跨越网络边界,网络间商品、人员、知识信息、技术、体制等方面的交互作用与因果反馈决定着各网络的演化轨迹,如组织结构更新、知识创造与扩散等[63,64]。生产网络协同演化研究认为全球生产网络与产业区/地方生产网络在产品市场、技术创新等方面具有相互促进作用[65];而知识与创新网络协同演化研究则强调本地信息与全球知识网络的高水平互动可以提升产业区及其内部企业的创新活力与开放水平[66,67]

3.3 从自发增长到多元化管治

产业区内部大量“隐性知识”的转化、溢出以及自下而上的制度更新,有利于企业创新能力与产业区整体竞争力的自发性增长(spontaneous growth)[9,68]。但随着生产组织形式与社会结构日益复杂,产业区发展需要多层级、全方位的治理政策与制度保障。此外,制度、关系与尺度转向下“全球与地方力量结合”、“全球化和区域共同管制与治理模式探索”及“交互学习与集体行动”等成为提升区域竞争力的重要政策导向,区域管治与政策制定需依靠国家与地方政府、企业、民众等多元主体[27-29]。产业区相关研究视角也开始转向多元化管治理论(pluralistic governance)[43,69]
为了促进技术创新与市场开拓,“第三意大利”等产业区逐渐由系统自发增长向管治阶段演进[70]。政策与制度保障体系是多元化管治的主要内容,产业区管治需本地、区域、国家等多主体共同参与,并与全球管治体系加强互动[23,43];由于发展阶段、产业结构等差异,不同产业区管治需求不同(如企业相互协同或权利集中等),因而存在网络化、等级化等不同管治结构[71];政策与制度制定不应仅考虑地方利益与经济增长,更应突出劳动者社会价值与居民幸福感等,积极营造良好的自然与人文环境[43]

3.4 从生命周期理论到多重路径依赖

经典产业区研究指出产业区发展遵循着“形成—发展—成熟—停滞—衰落或复兴”的标准化生命周期(life cycle theory),并认为其存在最优组织结构模式[72]。但由于产业区内部结构日益复杂,发展趋向多元化,标准化生命周期理论很难解释产业区演化过程及其内在机制。此外,经济地理学家开始借鉴演化经济学的概念与方法来探索企业/组织、产业/区域、空间系统与制度等经济社会主体及其行为的演化问题,并主张经济社会发展的动态性、偶然性、不可逆性与非均衡性,经济地理学出现演化转向[22,73,74]。基于以上理论背景,产业区相关研究视角也出现转变。
“路径依赖”、“惯性”、“锁定”等演化思想逐渐应用于产业区研究,多重路径依赖(multiple path-dependence)成为相关研究的主要视角[48,74-77]。生产方式、社会文化等早期选择(choices)会导致路径依赖,影响产业区未来组织结构升级[78];即使拥有相似的资源禀赋条件与发展机会,但由于系统学习与适应能力、企业战略行为等差异,产业区的演化过程不尽相同[78];由于“历史事件(historical accidents)”、“意外创新(serendipity-induced innovations)”、衍生新兴产业等新奇力量,传统路径依赖与锁定也会为产业区发展创造新的“机会之窗(windows of opportunity)”[79];产业区存在不同的管治结构、知识创新模式与企业发展轨迹,并不存在最优的组织结构模式。

4 新时期产业区成长演化路径、影响因素及效应的实证研究

4.1 新时期产业区升级路径实证研究

基于新时期产业区理论视角重构,相关实证研究从生产组织形式、创新模式、空间结构与功能、治理政策等各方面对产业区升级路径展开探讨(图3表1)。

(1)产业区生产组织形式升级。基于企业战略与全球网络研究,学者提出企业规模扩张与质量升级(upgrading)、“产业区集团(district group)”以及本地网络国际化(international)等产业区升级路径。中小企业减少垂直分离的生产组织方式,进行规模扩张可以提升传统产业区的国际竞争力[23,80],Cainelli等[81]对意大利商业集团研究发现垂直整合(vertical integration)的组织方式有利于产业区企业获取本地中间产品与服务以及参与区域产业链分工。产业区集团作为企业与相关社会组织的战略合作联盟,其等级化、网络化的生产组织形式有助于产业区组织与治理结构升级[51,82],Llobrera等[83]通过Philadelphia和Minneapolis生物医药产业区对比研究,发现大量企业间及企业与大学、金融、医疗机构等社会组织的战略联合是产业区转型升级的重要动力。此外,产业区与全球网络互动融合有利于其获取本地不具备的知识信息与竞争优势[68],产业区可以通过国际化商业战略与营销手段融入全球价值链[84],外部知识联系、参与全球采购、引入跨国公司、对外直接投资等也是产业区提升本地网络国际化水平的重要途径[44,85-87]
(2)产业区创新模式转变。地域临近性与知识共享氛围有利于产业区企业提升竞争力,但产业区持续竞争优势则需要知识信息、组织机构与制度的更新重构[88],“学习型区域(learning regions)”、“突破式创新(radical innovations)”与“跨区域学习(learning at the boundary)”等是产业区创新模式转变的主要途径。“学习型区域”强调企业、市场、政府与公众间柔性化网络关系以及交互式学习与创新与相关制度安排对产业区发展的关键作用[89-91]。“突破式创新”与基于本地化学习的“渐进式创新(incremental innovations)”不同,强调产业区创新升级源于企业研发活动(learning by R&D)以及企业与外部企业、消费者、研究机构的密切互动[92,93]。此外,Maskell等[94]研究认为产业区过分强调地方化学习与联系易产生“锁定”风险,而“跨区域学习”强调学习模式由本地化向跨区域转变以降低“过度嵌入”与“认知锁定”风险[95]
(3)产业区空间结构与功能优化。随着大都市区空间扩张,产业区成为其空间组成部分[43]。产业区生产空间逐渐与生活、服务、绿色空间相融合,其发展应更加强调高品质公共设施建设以及生活、文化和环境品质的提升,发展文化、教育和商务等城市复合功能,并逐渐向综合城市新区转型[43,96-99]。Becattini[100]强调产业区的城市社区化特征,认为企业及其生产网络对本地社区与社会生活的根植有助于产业区复兴。Propris等[101]对伯明翰珠宝产业区演化过程研究认为,随着产业区由珠宝制造向珠宝设计、零售服务转变,手工业、制造业企业的消亡,以及大量创意设计企业、机构与人才的集聚,使伯明翰珠宝产业区由Marshall式产业区转变为城市创意新区。
(4)产业区治理政策与制度完善。产业区生产组织形式与创新模式升级等均需要一定的本地条件和有效的治理政策,政策与制度创新则是产业区成功的关键[23]。Bianchi[102]等认为产业区升级发展需要地方、国家政府决策的一致性,产业区政策尽可能融入国家、国际政策框架;Cooke等[103]强调产业区与大学、研究机构等外部机构建立固定联系机制的重要性;Sacchetti等[59]通过对欧洲成熟产业区制度结构变化的研究,指出基于经济结构与企业关联的经济管治是保障产业区长期发展的有效路径。

4.2 新时期产业区演化影响因素的实证研究

虽然企业/产业集聚、“弹性专精”、本地社会文化制度等传统因素依然重要,但龙头企业战略行为、全球生产网络、技术与制度创新能力等逐渐成为产业区演化机制研究的新焦点(表1)。
(1)龙头企业战略行为。龙头企业(leading firm)在市场准入、信息获取、融资等方面的优势使其可以控制产业区发展方向[50];龙头企业金融、人力与管理资本的转让和分享,能够促进产业区集团扩大规模[51];而通过研发、人才培育等战略行为,其也能够主导产业区知识学习与技术创新模式[104,105]。Martin等[22]认为龙头企业及其战略行为是产业突破路径“锁定”的决定因素之一,但Crouch等[106]认为龙头企业的全球战略会导致产业区凝聚力降低、企业兼并等,增加产业区“分离(disaggregation)”危险。
(2)全球生产与知识网络。产业区内部企业嵌入全球价值链等外部网络是其产品、工艺与技术升级的关键[68]。Chiarvesio等[65]对意大利650家中小企业的研究发现,国际化、网络化的企业组织结构有利于产业区发展服务经济,并恢复其对资本与人才的“吸引力”。Amighini等[107]对意大利制鞋产业区研究认为,国际市场地位以及参与国际分工的转分包形式将影响产业区竞争力提升。Belussi等[108]研究认为跨国公司及其全球生产网络增强了Montebelluna制鞋产业区本地与外部知识网络的整合与互动,从而促进产业区升级。
(3)技术与制度综合创新能力。相关研究日益强调集体学习、产学研合作、R&D经费投入等技术创新行为对产业区演化的影响[92,109];同时,维持产业区创新活力的制度与政策革新,以及协会、职业技术学校、服务中心、银行等中介机构的升级也是影响产业区发展的重要因素[110]。Wei等[32]在关于温州模式重构过程与路径的研究中指出,温州需通过技术改造、投资与创新制度环境改善等策略应对企业“迁出(relocate)”、“区域锁定”等一系列挑战。

4.3 新时期产业区演化效应的实证研究

(1)产业区成长演化与本地、全球生产网络。产业区内部企业竞争力的提升有利于本地生产网络复兴与升级[63,111,112],Cainelli等[113]通过对第三意大利研究认为产业区企业在生产与盈利水平、职工素质、创新能力等方面均优于外部同类型企业,企业间的等级体系与外部联系有利于本地生产网络知识转化和创新能力的提升。此外,产业区对FDI、创新人才等资源的吸引力,以及产业区之间频繁的人流、产品流、服务流、资金流将影响全球生产网络的形成与演化[86,114]。Saxenian等[115]研究发现,硅谷与台湾新竹之间技术人员的交流促进了两地信息、技术的流动与共享,是两地半导体产业合作与成功的重要因素。
(2)产业区成长演化与地区社会经济。产业区发展可以促进招商引资、产业集聚、劳动力就业与创新能力提升等,是区域经济社会发展与国家竞争力提升重要载体[16,116-118]。产业区更被认为是发展中国家联系全球生产、销售网络的经济主体,是其社会经济发展的重要增长极[119]。但产业区衰落也会导致国家或区域丧失竞争活力,如德国鲁尔区等[49]。Zhang[120]对美国都市区及其外围产业区溢出效应的研究指出,都市区内部产业区的快速发展有损于外围地区的利益。
(3)产业区成长演化与城市空间结构。产业区发展与城市空间结构演化关联密切,工业区、制造业产业区一般由城市内部向城市郊区转移[121];而服务业、创意产业区则日益集中于城市内部或城市CBD地区[122,123]。Hutton[124]研究认为新兴产业在城市内部及其周边集聚,有利于城市更新与传统产业区复兴。Montgomery等[125]进一步指出创意经济与创意产业区在全球大都市的快速兴起与发展,并逐渐成为大都市空间结构重组的主要动力。

5 中国产业区研究进展

中国产业区研究起步于20世纪90年代后期,以高新技术产业与乡镇工业集聚区为主要研究对象,随着全球化背景下“温州模式”、“苏南模式”、“东莞模式”等中国典型产业集聚区的演化重构,以及各类开发区的转型升级,中国学者基于经典产业区理论对中国产业区概念、类型、成长演化机制、转型升级路径及社会经济效应等论题展开广泛探讨[19,126,127]。Wang等[128]通过对北京中关村的研究指出发展中国家的产业区界定应从本地中小企业网络及其根植性出发,进一步完善了Markusen等关于产业区概念一般化的观点。苗长虹[129]从生产体系(社会生产体制)、制度安排、地方生产网络、全球生产网络等方面解释了学习型产业区的概念内涵。此外,王缉慈[19]认为中国产业区存在高新技术产业开发区、较发达的专业化乡镇企业区、外向型工业开发区等潜在类型,并在产业区、产业集群、工业园区等相关概念辨析基础上,指出随着工业园区发展演化,其与产业区、产业集群的界限逐渐模糊[130];而依据产业区主导行业类别划分,中国存在传统手工业、农业、旅游业、创意产业等多种产业区类型[76]
资源禀赋条件、规模与集聚经济、企业劳动分工、地方生产网络演化、国际技术联系、学习与创新能力、政府政策扶持等是学者解释产业区形成发展的主要因素。王缉慈等[131,132]研究认为区域创新环境、企业家创新意识与战略、本地企业合作网络的培育有利于中国高新技术产业开发区发展演进;童昕等[133]以东莞PC相关制造产业集群为例,指出区域持续发展有赖于产业政策与制度的创新;朱华晟等[134]探讨了工业类型、生产柔性专业化、企业规模和组织类型、专业化人力资本、政策与社会文化、产业配套能力等因素对东莞电子信息产业集群及其内部企业的影响;田明等[135]指出全球化、创新、产业集聚、企业文化与地方文化融合等是新产业区形成发展的关键。伴随新经济地理学的文化、关系、尺度与演化转向,学者开始关注地方传统文化、全球—地方联结、关系网络等对产业区成长演化的影响。文嫮等[136]研究认为河南翟镇针织产业集群竞争优势来源于地方人情化的非正式联系以及在此基础上的知识传递、相互学习与交互创新;苗长虹[137]利用学习型产业区分析框架对河南许昌发制品产业集群的研究发现,全球与地方生产网络的建构和有机联结有利于传统产业集群的技术学习由“低端道路”向“高端道路”升级;李二玲等[138]以河南南庄村钢卷尺产业集群为例,研究认为家庭、情感与咨询等关系网络是影响集群成长和演进的重要因素;也有学者基于演化经济地理学相关理论方法,初步探讨了产业区形成与发展的影响因素、动力体系、生命周期与演化趋向[74,76]
伴随国际生产网络重构与中国经济社会转型,中国产业区内外部环境发展重大转变,产业区发展挑战及其升级路径成为研究热点。王缉慈[19]认为中国高技术产业开发区、专业化乡镇企业区与外向型工业开发区在发展过程中分别存在企业协作网络与创新环境培育、企业融资问题、企业缺乏本地根植等风险;此外,中国部分产业园区也存在布局分散、产业特色不突出、集约利用程度低、环境污染、自主创新能力不足、配套设施和管理服务相对滞后等问题[139];近年来,受国际金融危机影响,中国以出口为导向、产品附加值低为特征的专业化产业区受到严重冲击,劳动力、土地、环境等要素成本上升迫使大量劳动型密集企业转向低成本地区[140,141]。基于产业区发展挑战与限制,中国学者也广泛探讨了产业区转型方向与路径。Wei等[85]研究认为苏州工业园区应通过城市公共服务设施与人居环境改善等地方政府作为,加快由卫星城向新Marshall式产业区(全球地方化节点)转变;王周扬等[87]借鉴意大利产业区重构方式,指出中国产业区转型应注重本地网络与全球网络互动、企业集团化与自主创新能力等方面;也有学者从创新网络、制度配置、产业集群、全球与地方融合等方面提出了多维角度的产业区高级化创新途径[86]。在中国开发区转型趋势研究方面,学者从功能综合化、综合新城转向及创新环境与系统转变等方面进行了探讨[98,112,142]
围绕地方生产网络、区域社会经济发展及城市空间重构等方面,学者广泛探讨了产业区的发展演化效应。王缉慈[112]研究认为产业区持续健康发展有利于本地企业提升竞争优势,并能促进企业通过学习、创新逐渐融入全球价值链。产业区对中国经济增长、劳动力就业以及工业化进程的促进作用是学者关注焦点[19,143],张晓平等[118]研究认为作为城市社会经济发展的增长极,开发区发展在城市招商引资、对外贸易、产业升级等方面发挥着辐射示范作用。此外,关于产业区发展对城市空间结构的影响作用,张弘[144]以长三角部分开发区为例,研究认为开发区建设是中国现阶段极富特色且成效显著的城市化模式;张晓平等[145]指出中国开发区与城市空间结构演进的基本类型可分为双核结构、连片带状结构、多极触角结构等。

6 结论与讨论

纵观产业区发展,可以发现在经济全球化、区域一体化、技术变革与社会制度变迁等现实背景,以及经济地理学文化、制度、关系、尺度与演化转向的理论发展背景下,传统产业区及相关理论不断经历重构。产业区研究呈现由产业区系统向企业战略、本地根植向全球网络、自发增长向多元化管治、生命周期理论向多重路径依赖等视角转变,生产组织形式集团化与网络化、突破式创新、向综合新城转变等逐渐成为产业区升级路径,相关演化机制与效应的实证研究也日益丰富。然而,系统化的产业区理论体系尚未形成,相关研究仍然呈“片段化(fragmented)”[71],对发展中国家产业区的基础研究还有待深入。相比较而言,中国产业区研究起步较晚,以国外经典产业区理论与方法基础上的实证研究为主,相关理论构建与方法创新尚显不足。此外,借鉴国外经典理论与方法进行实证研究为主,理论构建与方法创新尚显不足。但随着经济全球化与中国转型发展,中国产业区功能与空间结构将处于不断互动演化之中,因而相关研究需在以下几方面作深入探讨。
(1)基于中国产业区发展规律的理论框架有待构建。中国与发达国家在工业化与城市化阶段、社会经济体制及产业区发展水平上存在较大差异,尤其是转型期内政府强有力的干预与市场机制尚不完善等原因使中国产业区演化规律有别于发达国家,源于西方市场经济下的产业区理论能否解释中国产业区成长演化现象有待进一步验证。因而,今后研究应在科学总结中国产业区形成、发展一般规律的基础上,综合运用文化制度、关系、尺度、演化转向等多元化分析视角与方法,构建中国产业区研究的理论框架,以期从理论上全面阐述全球化、社会主义市场体制、政府区域发展战略规划以及新型城镇化、经济社会转型等对中国产业区发展的影响。
(2)产业区与城市空间关联及其内部空间形态的演化规律亟需探索。产业区发展过程中伴随的空间开发、土地利用变化、社会经济要素重组等,不断促使制造业、服务业、公共设施等区位选择产生变动,从而重构产业区内部空间结构,且这一过程伴随着产业区与周边城市空间关系的不断演进。但现有研究以产业区—母城空间关系演进为主,较少考虑成长演化过程中产业区内部空间演化的问题。为此,有必要结合空间规划理论与实践,从产业区与母城、产业区内部两个层面探讨产业区空间结构的演化规律。
(3)产业区成长演化机制有待深化。由于数据限制,相关研究局限于生命周期、产业集聚—扩散等宏观视角,并以规模与集聚经济、创新环境、政策制度等传统因素分析为主,缺乏关于企业战略、本地生产与知识网络、企业与人才区位选择等产业区成长演化影响要素的研究。为此,今后需注重“关系资产”、“网络根植性”、“互动演化”等理论与方法的实证研究,广泛探讨市场、政府与社会多种力量影响下产业区成长演化的微观机制。
(4)产业区演化趋势与效应研究有待完善。中国产业区演化趋势研究集中于开发与管理模式、产业宏观政策、区域创新环境与服务功能完善等,对生产组织形式、空间结构与功能重构等方面关注不足。此外,不同制度背景、发展阶段的产业区功能有所不同,现有研究主要探讨产业区对区域社会经济的辐射带动效应,关于产业区对本地企业竞争力提升、全球生产网络重构的效应研究还有待完善,不同地域、类型产业区发展趋势及其效应的差异性也值得深入探析。为此,应将产业区研究置于全球、国家、区域、城市、产业区自身等不同尺度,结合全球生产网络重构、社会经济发展转型、城市空间重组与创新要素集聚等视角,探索中国产业区可持续演化方向及其效应。
